Pueblo sits at the confluence of the Arkansas River and Fountain Creek — a historically flood-prone location in southeastern Colorado. The 1921 Arkansas River flood killed 100+ people and was one of Colorado's deadliest natural disasters. Fountain Creek, which drains Colorado Springs runoff, has flooded repeatedly in recent years as upstream development has increased impervious surface area. The Pueblo Reservoir provides upstream flood control for the Arkansas but cannot fully mitigate major rain-on-snow events. High desert climate with low humidity means water damage dries faster — but freeze-thaw pipe cycles are extreme at Pueblo's 4,695 ft elevation.
