Rent Withholding Rights
New York allows rent withholding or rent reduction through Housing Court. The HP proceeding is the formal mechanism — many NYC residents successfully force repairs this way.
NYC renter's insurance averages $14–$22/month and is strongly recommended given the high value of personal property in urban apartments. Flood coverage is separate and required for Zone AE properties.
