Toilet Whistling When It Refills: The Fill Valve and the Fix

3 min readUpdated 2026-11-04

Quick answer

A toilet that whistles or squeals while the tank refills almost always has a worn fill valve, the part on the left of the tank that lets water in. A supply valve that is only partly open, or house water pressure that is too high, can cause the same sound. Open the wall valve fully, flush debris from the fill valve, and if it still whistles, replace the fill valve. HomeAdvisor puts typical toilet repairs at $150–$391; Fixr puts simple jobs at $60–$200. Call (888) 217-6781 to reach a plumbing company taking calls in your ZIP.

Follow the short menu, then your 5-digit ZIP. The line goes quiet for a few seconds while it connects; stay on. If it does not connect, call once more: companies taking calls change minute to minute.

A whistle, squeal or foghorn sound while the toilet tank refills is water being squeezed through a narrow opening. Nearly always that opening is in the fill valve, the tall valve on one side of the tank. Older ballcock-style valves are especially prone to it.

Fix It in Order

  1. 1Open the supply valve fully. The small valve on the wall behind the toilet should be turned counterclockwise all the way. A valve that is half closed makes water rush through and whistle.
  2. 2Flush the fill valve. Shut off the water, remove the fill valve cap (most twist off a quarter turn), hold a cup over the opening and turn the water on briefly to blow out grit. Reassemble.
  3. 3Check the house pressure. If more than one toilet whistles, or pipes bang when valves close, the pressure may be too high. A gauge on an outdoor spigot over 80 psi is high. See signs of a bad pressure reducing valve.
  4. 4Replace the fill valve. Modern fill valves are quieter, adjustable and inexpensive. It is a common short job.

Frequently Asked Questions

Why does my toilet whistle when I flush it?

Water is forcing its way through a worn or partly blocked fill valve, or through a supply valve that is not fully open.

Can high water pressure make a toilet whistle?

YesPressure above what the fill valve is meant for makes it whistle and can make the toilet run. A gauge on an outdoor spigot tells you.

Is a whistling toilet a problem?

Not an emergency, but a failing fill valve can start running or overflowing into the overflow tube, which wastes water.
