A biocide (like bleach or RMR-86) kills mold on contact but provides no residual protection — mold can regrow within days. An encapsulant or barrier treatment (like Concrobium) creates a physical barrier that prevents mold from regrowing for weeks to months. For post-water-damage restoration, you need both in sequence: remove visible mold, treat with a biocide, then apply a barrier treatment before reconstruction.
Bleach kills surface mold on non-porous materials but cannot penetrate porous wood fibers where mold roots grow. Applying bleach to wood framing bleaches the staining without eliminating the colony — and the water in bleach can increase moisture, promoting more growth. IICRC-certified remediators use non-bleach antimicrobials (Concrobium, Benefect) on wood framing.
