Standard consumer dehumidifiers are designed for conditioned living space and lose efficiency below roughly 65°F, and below about 50°F many will frost the evaporator coil and effectively stop removing water. An unheated basement sits in that range for a large part of the year, which is why so many basement dehumidifiers are described as 'working in summer and useless in winter'. There are three options and only two of them survive real life.
